I am specifically referring to how anyone in the USA can – with a click of the mouse or cellphone – find out another person’s entire life history. A good example is the new Application for cell phones called DateCheck by a company called Intelius. To me, this is an invasion of a person’s individual rights.

Anyone can access any publicly available data. If your data is not protected by the person or company which collected it, then it could be available online.
For instance, if a company asked for your email address while signing up for website access, and their policy does not EXPLICITLY say they will not distribute it, then it may become publicly available.
Once it is available, anyone can access it, sell access to it, or what have you.
The Privacy Act mostly refers to government collection of data. Nothing prevents YOU from giving out your information, and once you do, nothing controls how it is used.
Essentially, if you give the information out, you no longer have a right to privacy.
